Individual Development Awards Program (IDAP) & Professional Development Committee

The Individual Development Awards Program is the largest of all State/UUP JLMC programs.  Proportional allocations are assigned to each campus based on unit member population.  Each Campus Professional Development Committee determines award decisions and deadline dates.   Each applicant is also encouraged to look for other sources of support to help fund the project or activity.  Often, the IDAP award does not cover the entire financial need of the applicant.  We may have anywhere between 50 and 200 submissions for support, and we try to give some support to as many applicants as possible.

When the committee has met in the past to distribute these grants, we have tried to keep some guiding principles in mind.  We try to distribute the funds as widely as possible and to give some preference to supporting younger faculty and staff, since senior members have probably developed their own support sources.  We also give some preferred consideration to members who did not receive an award in the preceding year.  These are just guidelines; depending upon the specifics of the proposal, we could give an award to a full professor who received an award the year before.

Another important note about IDAP is that the awarding committee must initially dedicate a minimum of 15 percent of the total allocation for awards to part-time employees.  If awards to part-time employees do not total the 15 percent, then the remainder can be reallocated to awards for full-time employees.  So, part-time employees are strongly encouraged to
apply for an IDAP award.  If it turns out that the committee does not allocate the entire Fall semester award monies, any
remaining funds can be rolled over for the Spring period.

IDAP is designed to support a variety of professional development projects or activities by assisting eligible employees to develop their full professional potential and to prepare for advancement.  IDAP provides funding for professional development activities: providing training to improve job performance; enhancing teaching, research capabilities, and improving professional knowledge and skills.

The types of support available include registration fees for conference or workshop, consumable supplies (paper, pens,
postage, etc.), non-consumable supplies (books, software, etc.), travel and related expenses (includes lodging and meals), research support (e.g., computer time, network access or support, clerical support), equipment lease or purchase, or tuition (the maximum allowance for tuition is the SUNY rate at time of application).

Eligibility

IDAP is open to both full-time and part-time employees.  Full-time employees must be in the bargaining unit at the time
of the award and during the dates of the project or activity. Part-time employees who meet the eligibility tests for 26
weeks coverage for health benefits, and are eligible for health benefits during the summer, will also be eligible for funding
for a project or activity that occurs during the summer whether or not they are on the payroll.  The proposed project or
activity must: Enable the employee to meet one or more of the criteria specified in the following SUNY Policies of Board
of Trustees: Title A. Evaluation of Academic Employees, §4. Criteria (a) – (e); Title B. Promotion of Academic
Employees, §2. Criteria (a) – (e); or Title C. Evaluation and Promotion of Professional Employees, §5. Criteria (a) – (e),
of Article XII Evaluation and Promotion of Academic and Professional Employees, of the Policies of the Board of
Trustees.  Full-time employees who accrue annual leave are not required to charge those credits for any project or activity funded by an Individual Development Award.

AWARDEES HAVE UNTIL JUNE 30th TO SUBMIT RECEIPTS AND OTHER DOCUMENTS TO THE CAMPUS FISCAL OFFICER FOR PAYMENT. PROJECT SUMMARY FORM SHOULD BE SUBMITTED TO UUP OFFICE WITHIN 30 DAYS OF COMPLETION OF PROJECT/ACTIVIY.  For retroactive awards, documentation should be submitted as soon as possible after the awarded amount is announced.
